I think Bugs Bunny. I say that because I use to watch it with my dad when I was a kid and loved the show. Good times!

Bugs Bunny. "Ahh, What's up dock?" lol
His cartoons are funnier, plus he talks- not in that awkward voice Mickey has, high pitched kinda, but his laugh is pretty cool I must say! lol

Considering that you're comparing two major cartoon icons from two major cartoon companies that have two different styles, I would hardly call this fair. Bugs Bunny has his comedic routine while Mickey Mouse was created to be a symbol of joy for little kids. Bugs Bunny wasn't created for little kids but for all kids, even older kids love him whereas Mickey only has a small audience range and doesn't have any comedic routine to back him up.
