I have about 85 average for grade 11 marks. And I've been thinking that grade 11 marks don't matter much for university admission.
I thought grade 12 marks matter the most. But I think I was in the wrong. I'm sure I'll get a better average in grade 12 because I'm going to work harder next year.
So my question is... do universities look at grade 11 marks? and if they do, do they care about them as much as they do about grade 12 marks?
I am thinking of applying to Queen's, McGill, and McMaster for Economics. Am I on the right track if I'm getting 85 average? And, what courses should I take in grade 12?

Also, I'm going to take a summer school course this summer. Will that count as one of my grade 11 courses?

Grade 11 marks only matter for early admissions.

Your summer school course will count towards whatever year course it is. If it's a Grade 12 course, it goes towards your Grade 12 average.

Economics is not very competitive and you are doing fine marks-wise.

As for what courses you should take, look up the program requirements for the programs you're interested in and make sure you have all the prerequisites.

The marks that matter are your grade 12 level marks (aka 4U/M in Ontario). So if you take a 4U/M course in summer school, that can count towards your admission average and their considerations for early offers. If you take a grade 11 (or other) course, then it will only count towards them deciding if you're worthy of an early offer.

ElectronicInfo.ca has the information for required courses and mark guidelines for all Ontario programs. For McGill or any other programs outside of Ontario, consult the university websites.

I believe Economics will require English and a math or two at the 4U level, and then enough 4U/M courses to make up 6 in total. Since it's under Arts, it may just require English, but you are going to want to have some grade 12 Math under your belt.

For marks, 85% in grade 12 would get you in anywhere for Economics except maybe McGill and Queen's; for those two you might have to bring it up a little bit.
