Can you take courses that are outside of your Faculty? Options

Will York or any university allow me to take courses outside my faculty? Ex I'm in Faculty of Arts but maybe I want a course from Science or Fine Arts or something

Yeah.
My friend goes to York and yeah she took courses outside of her faculty.
I think all universities let you.

Most classes you should be able to. Some are restricted to students in certain faculties but for the most part you can dabble in all faculties.

I am going to UTSG faculty of art&science, will I be able to take courses/minor in engineering? Would they look at my grade 12 marks again to see if I qualify for engineering?

You could probably take some courses but I don't think I've ever heard of a minor in Engineering :S
I do know of someone who did a double major in engineering and music though at Western, and he was given an exception to do this.
