Only for early admission. After first semester final marks go in, i think they're weighed more heavily than the grade 11s. Also, i've heard of universities looking at your grade 11 english/math (and other prereqs) in conjunction with your grade 12 final first semester marks if you're taking grade 12 prereqs in your second semester.

Universities don't actually reject you until they see your top 6 grade 12 marks.

Universities 'does' care about your engrish skills.
