Considering that Frosh at McGill is sponsored by the student unions (SSMU and factulty unions) which, in turn, get sponsored by large corporations (in general), I don't see how this is a university funding problem. Either way, Frosh is usually a cash grab for the organization running the event. If you were really concerned about how a university allocated its money, I'd suggest looking into all the social events on profs' calendars (ie. conferences, faculty get-togethers) that actually cost the university money.
