i understand how it could be discouraging for people to apply for scholarships but not get it or not even be able to apply because of their grades, but some people really have to work their butts off and do make the grades. i think that anyone who works really hard for their grades and achieves an average 80%, 85%, 90% or over deserves a good chance at receiving the scholarship. Regardless, there should be more available to those with grades less than 80%.

How does that work with france getting free tuition? Bet you have to be a french citizen though. Is there any opportunity like that if one choose to come to france to study?

Tax dollars pay for it. In Canada, tuition is subsidized by the government also, just not as much as in France.
