I know this seems rather obvious =S but if you've done all the pre-reqs for the elective, can you take a 4th year course while in 2nd year?
I'm trying to finish a diploma on the side, so would rather take the course in the upcoming winter term.
Thanks!

Unless there is a specific restriction you should be able to. I took a few 3rd year classes in 2nd year and I didn't even have the prereqs.

I'm taking 3rd year Economics in my first year. So probably it's possible someone can take 4th year courses in their 2nd year.

As long as you have the pre-reqs and it doesn't explicitly say that you must be enrolled in a certain program or that you have to be a certain year or higher (ex at Mac a fourth year course might be open, but specifically say you need to be registered as a fourth year [enter program name] student, or get permission from the instructor. Most fourth year programs at Mac are restricted to fourth year honors students in a certain program, but that might not hold true for other universities.
