For what? highschool or university?
Highschool - no they all start during july
University - Depends on the program. but august seems to late, they will either start during june for the first stream, and during july for the second stream. i dont think a third stream exists, and if it does, its probably mid-july...

Yes for highschool there are summer schools, but all the ones i've found are private and require money.
