Does this mean it is still possible to accept into another university?

Can I change all of the universities I applied to into the ones which have room, without paying extra?

From what it sounds like from the site, you'd have to log in and change your application, which would cost you the $35 per university you'd like to apply to.

It says " If you wish to make changes to your existing university/program choices, additional fees will not be required." So, I AM ABLE to change and submit the choices w/o paying..I applied to 3 universities, so I can change all 3 of these into programs/universities with spots..

If you're just going to change the one you want to accept to another one that you already applied to, then you're right, there's no additional fee. But if you're going to be applying to one that you did not apply to before, you would have to pay the $35 per university.
