I think many of us have been frustrated at the prospect of going to a 'better known school' that'll dole out out only a couple thousand at best for that 96 average when we could have gone elsewhere, like carleton or ottawa, and had gotten easily double or triple (or even more than) that amount. UW would give me a 2000 scholarship for my average, western around 10 000 (though it's a case of it being renewable in upper years), and other schools like ottawa something like 16 000 potentially. My question is how these smaller schools (with much less investment than schools like UW, McGill, or even Mac) can afford to give out these huge scholarships when others give out less than half for the same average.

my guess is that with a smaller student population, more money can be given out. For example UofT gets sooo many students applying, so they give out less in scholarship money

It's a measure to attempt to draw better students. The established names don't need to attract better students and can thus afford to spend less on entrance scholarships.

that's true (and what i figured) but should there really be such a huge difference between the schools? where do the lesser known schools even get the money from anyway?

The same places all universities get money. They just spend more on entrance scholarships as opposed to other things.

My guess is money really isn't an issue, expecially in these amounts. Really what they need is you, the good student, for prestige. When they have that, they're set.
Later, when you;re loaded, you donate. If your really loaded, you donate 50 million for some crazy library (and theres a ton of scholarships covereed right there). Also, they will generally get more donations. Say someone goes (I wanna donate this much money to a uni). Well if you're ottawa right now. Good luck on them choosing you (unless if they live there lol). Etc.

Also... UW gave u 2 where Western gave u 10... Is the world backwards?

Well exactly but as a whole school Western > Waterloo I beleive. Although for a couple programs UW is up there. Ya I guess they really don't care the way Ottawa does.

I know that even with such huge scholarships, a lot of students don't opt to go anyway for a more 'prestigious' school. uOttawa probably knows that too and gives them out accordingly.

Waterloo's on par with Western... :S

I don't mean to say anything bad about Western, and as I've stated before, I don't view rankings as overly meaningful.

But the only way I can see that you would get that impression is the bias some people have of thinking the "medical doctoral" category in Maclean's represents better schools. Waterloo is 1st/2nd in the 4 different categories of the reputational survey, while Western is 8th-12th. Waterloo is currently 3/11 in the Comprehensive category, while Western is 7/15 in Medical Doctoral. If anything, Waterloo is the higher ranked school. I'm pretty sure Waterloo also has more programs that are fairly competitive to get into (both in terms of the very competitive high 80's/90+ supplementary type programs, and moderately competitive low-mid 80's + supplementary programs) but I'm too lazy to look that up.

All that being said, both are good schools, and there are plenty good reasons why someone might choose to do Engineering at Western vs. Waterloo.
