No I do not believe that it is fair.. they are apart of Canada just like most of us are.. thye should be able to apply to the canadian citizen scholarships just like the rest of us.

I could also see them excluding people from Quebec from certain scholarships if they are going to be attending university in Quebec, seeing as many of the scholarships could cover the whole tuition for some Quebec universities. lol. It is rare that scholarships here cover your whole tuition and if they do, you have to be pretty outstanding to receive one. They are meant to help you out with university, not pay the whole way. (again, unless you are amazingly outstanding) hah.
