Lethbridge is basiclly just a university city, you either go to the school or you work at the school, and the college is LCC(aka, last chance college) can you say party city!

I think everyone is going to be biased to choose their own school, but Newfoundland is the best.

My cousin went to Western and the first thing he told his parents when he got back was "it's not the party school it's cracked up to be". Side note: this isn't what you tell the people paying for your tuition. Don't know how true it is, but he is a pretty wild guy.
Engineers at any school typically have a reputation for being heavy drinkers, but it varies from year to year. They can be really elitist at some schools too, and that just ruins the fun.
If you want a good party school I go to Carleton and it's got lots of parties going on, however the student body is like 40% NDP/Green and our student union founded CFS, so there's a crapload of activist rallies on campus. If that sort of thing kills the deal, then don't go to Carleton.
Queens homecoming IS possibly the biggest university/college party in the province, so that pretty much makes it win by default.
If you just want to drink, pick ANY school. Alcohol is the one thing students at all school, programs, and provinces have in common.

Every campus will have its own party central (some schools with bigger parties, obviously) but I've heard lots about McGill and UVic
